I’m Beth Goulden — an Arizona native, a graduate of Arizona State University, and a lifelong East Valley resident who was raised right here in Gilbert.
I’m a proud mom of three school-aged children, and we enjoy raising our children in this community we love. I spent 25 years working in Arizona’s criminal justice system with the Maricopa County Adult Probation Department, dedicating my career to protecting communities and supporting victims and families. I worked sex crimes cases for most of my career, supervising thousands of complex and high-risk sex cases, working with families to heal the impacts of generational incest, and supporting crime victims.
I have worked closely with law enforcement, treatment providers, and community partners to strengthen supervision practices and reduce reoffending. I am excited to bring this experience to Gilbert as our town prepares to open the Victims Advocacy Center.

Most importantly, this is my home, and that commitment is what drives my dedication to protecting what makes Gilbert special and ensuring it remains a great place for families now and for future generations.
I look forward to meeting as many of you as possible so that I can learn how I can serve you with compassion and a true understanding of your needs and expectations from your town council. There are four council seats open for this election, and I hope that you will consider me to represent you and serve the town that we all love.
Fighting for Arizona Families
After my retirement from the Probation Department, I founded my own consulting company, where I work on select criminal cases, support victims of crime, and collaborate on legislative efforts at the Capitol to strengthen Arizona’s criminal justice system.
In 2024, I worked on SB1364, a probation transfer bill that streamlined processes to promote success for individuals on probation. The bill passed unanimously. That same year, I spearheaded and championed SB1630, the first major criminal justice legislation in Arizona in decades, establishing the Sex Offender Management Board. On October 7, 2025, I was elected as the Board’s first Chairperson, a role I am honored to serve in as we work to create lasting impact for Arizona families affected by sexual abuse while enhancing both public safety and rehabilitation.
This legislative session, I am advancing efforts to strengthen victims’ rights in Arizona by closing critical gaps affecting victims of sex crimes. This legislation is currently moving through the process with strong support.
I am committed to bringing this same collaborative, solutions-driven approach to Gilbert — working alongside families, stakeholders, community leaders, and experts to deliver meaningful results to strengthen public safety in Gilbert to tackle crime, address water concerns, smart growth, and fiscal accountability. Gilbert residents will be heard. Not every cost will burden Gilbert taxpayers, and growth will serve residents.
